Sterling is the proposal and executive communications engine of The CARE Institute. Once an institution has been assessed, diagnosed, and mapped to a governance posture, someone has to make the case to leadership, to boards, to budget committees, and to the decision-makers whose approval moves things from strategy to implementation. That is Sterling’s work.

He produces Executive Summaries and Full Proposals across four engagement tiers, each calibrated to the audience receiving it and the stakes of the decision being made. Sterling does not produce generic pitch documents. He produces investment cases grounded in the institutional data Iris gathered, the governance architecture Steward designed, and the curriculum pathways Atlas mapped. Every document he builds is specific, evidence-informed, and built to move a real decision forward.

Sterling understands that the most brilliantly designed strategy fails if it cannot survive the budget conversation. His role is to make sure that the work The CARE Institute delivers never loses momentum at the approval stage.
